Konstitusyon

Preamble

We, the members of the Sibalom Chess Association, imploring the aid of Almighty God, in order to strengthen our bond and camaraderie, sustain a voluntary group that embodies our ideals and aspirations as chess players and as community members, popularize chess as a sport and as an educational tool, promote voluntarism and involvement in local developmental matters in the context of global challenges, and improve our effectiveness as catalysts of sustainable development and as conveyors of goodwill for Sibalom, do ordain and promulgate this constitution.



I. Membership

1. Only Sibalomnons, Sibalomnons-by-affinity, and Sibalomnons-by-ancestry who know how to play chess shall be eligible for membership. “Sibalomnons” are those who were born in Sibalom – but may be living outside Sibalom – and those who were born outside Sibalom but are living in Sibalom. “Sibalomnons-by-affinity” are those who married Sibalomnons. “Sibalomnons-by-ancestry” are those who have at least one Sibalomnon parent or grandparent.

2. Except for the pioneers – or those who joined the association before it conducted its first event – and for special cases as determined by the Kadurumarahan, a Sibalomnon or a Sibalomnon-by-affinity or a Sibalomnon-by-ancestry shall be considered a member only upon joining an event of the association.

3. Political officials other than barangay and sangguniang kabataan officials shall be ineligible for membership. Members, however, can become political officials and still be members.

4. The Kadurumarahan may disallow a person from becoming a member.

5. There shall be two types of members – active members and passive members. Those who shall be considered active members are those who, during the last thirty-six months, helped organize or supported – either financially or materially – or facilitated or joined an event. All the other members shall be considered passive members.

6. The Kadurumarahan shall publish and update a list of all the active members.

7. A member may be removed from the association upon the vote of three-fourths of all the active members.



II. The Kadurumarahan

1. There shall be a council which shall be called the Kadurumarahan and which shall be composed of seventeen members, to be elected by the active members from among themselves.

2. The Kadurumarahan shall be both the executive and legislative body of the association.

3. The Kadurumarahan members shall elect from among themselves the following regular officials of the association:

a. president,

b. primary vice president,

c. secondary vice president,

d. secretary,

e. assistant secretary,

f. treasurer,

g. assistant treasurer,

h. auditor,

i. assistant auditor,

j. business manager,

k. assistant business manager,

l. public relations officer,

m. assistant public relations officer,

n. information storage officer,

o. assistant information storage officer,

p. photography officer, and

q. assistant photography officer.

4. The Kadurumarahan shall appoint from among the members who are non-Kadumarahan members the following special officials:

a. spokesperson, and

b. goodwill ambassadors.

4. The Kadurumarahan shall have a regular session in April, in June, in July, and in December.

5. The Kadurumarahan may have a special session upon the request of any of its members and upon the consent of at least eight of its other members.

6. The quorum of the Kadurumarahan shall be nine.

7. Where the Kadurumarahan is silent, the president may decide.

8. The Kadurumarahan may overturn a decision of the president, and majority of all the active members may overturn a decision of the Kadurumarahan.

9. The regular election for all members of the Kadurumarahan shall be conducted upon the decision of the Kadurumarahan or of a majority of the active members. Such an election may be conducted only once during any half of the year. In case of a vacancy or vacancies in the Kadurumarahan, the president may call a special election to fill the vacancy or vacancies.



III. Honorary Membership

The Kadurumarahan may bestow honorary membership upon a person who is ineligible for membership but who has outstanding qualities that can boost the intellectual capital of the association.



IV. Miscellaneous Provisions

1. This constitution shall be deemed ratified upon the approval by a majority of all the members.

2. An amendment to or a revision of this constitution shall be deemed ratified upon the approval by a majority of all the active members.
